Do not put a survey’s best AI saving into your export budget

Build a trade-workflow forecast from your own baseline and a clearly bounded pilot.

A reported saving is not your expected saving

The ICC-WTO survey publishes businesses' self-reported trade benefits and cost reductions. Such reports are useful evidence of experience, but an upper-end result is not a typical effect or a guarantee. Copying the most attractive figure into an export budget can make a weak project appear profitable before it has been tested.

Begin with the cost your business can actually observe. If staff spend time reconciling shipment documents, measure that process with its errors and exceptions included. A percentage applied to a vague or inflated baseline produces a precise-looking number with little practical meaning.

Split the workflow into cost components

Separate data collection, document preparation, checking, communication and correction. Identify which components the proposed tool can affect. Do not apply an estimated reduction to freight, insurance or specialist review costs merely because all of them appear in the same trade budget.

Label fixed setup cost and recurring effort separately. A tool can save time on each shipment while remaining uneconomical at a low shipment volume.

Use a range with an explicit failure case

Create conservative, middle and optimistic assumptions from the pilot, not from the vendor's strongest testimonial. Include a case where the tool provides no net saving after review. This reveals whether the business can afford the experiment and what level of improvement is necessary to continue.

As a hypothetical example, reducing a two-hour process to ninety minutes saves thirty minutes, or one quarter of that process. It says nothing about the percentage reduction in the total cost of exporting the product.

Check the quality of the saved time

Record whether staff can use the released time for another task or whether it appears only in small fragments. Also record errors that create work later. A faster preparation step can be outweighed by one repeated document correction if the mistake reaches a customer or logistics partner.

Renew against observed economics

After enough representative shipments, compare the actual cost and reliability with the baseline. Keep the assumptions visible and update them when volume or the process changes. A successful pilot may justify a narrow deployment without supporting a company-wide efficiency claim.

This budgeting method is our original analysis. It respects the survey as a report of participant experience while making the purchasing decision depend on the work, costs and quality your own business can verify.

Put it into practice.
